On page 1, line 14, of the printed bill, before "Beginning" insert "This section does not require
that the replica, facsimile, or reproduction features full coloration.".
On page 2, delete lines 3 and 4, and insert "These requirements do not infringe upon or limit
any artistic or satirical use of the seal nor any use of a historical state flag.".
