     On page 1, line 10 of the printed bill, delete " unless each participating subdivision " and insert " if there are two participating subdivisions, one subdivision agrees to bear at least thirty percent of the estimated cost of the building or improvement or if there are three or more participating subdivisions, one subdivision ".
