AMENDMENT FOR PRINTED BILL

___________________ moved that HB 1205 be amended as follows:

     On the printed bill, delete everything after the enacting clause and insert:

"
     Section  1.  A task force is hereby created to examine possible approaches to reducing the number of school districts in the state of South Dakota, and to recommend how the reduction is best accomplished. The task force is authorized to enter into a contract with a private or public entity to conduct a study on reducing the number of school districts in the state. The public or private entity shall present the results of the study to the task force for its consideration. The task force shall complete its work by October 31, 2003 and submit to the Legislature no more than three alternative plans to reduce the number of school districts in the state.

     Section  2.  The task force shall consist of fifteen legislators to be appointed as follows:

             (1)    Six members of the Senate, no more than four from the same political party, appointed by the president pro tempore of the Senate; and

             (2)    Nine members of the House of Representatives, no more than six from the same political party, appointed by the speaker of the House of Representatives.
    
     Section  3.  There is hereby appropriated from the general fund the sum of eighty thousand dollars ($80,000), or so much thereof as may be necessary, to the Legislative Research Council for the purpose of contracting for a study to be conducted on behalf of the task force and for paying the expenses of members of the task force.

     Section  4.  The Legislative Research Council shall approve vouchers and the state auditor shall draw warrants to pay expenditures authorized by this Act.

     Section  5.  Any amounts appropriated in this Act not lawfully expended or obligated by June 30, 2004, shall revert in accordance with § 4-8-21."
