    On the printed bill, delete everything after the enacting clause and insert:

    "    Section 1. There is hereby appropriated from the general fund the sum of three million four hundred fifteen thousand nine hundred ninety-nine dollars ($3,415,999), or so much thereof as may be necessary, to the Board of Regents to pay the increased costs associated with the employee health insurance for fiscal year 2013.

    Section 2. The amount appropriated in section 1 of this Act shall be allocated to the budget units controlled by the Board of Regents as follows:

            (1)    University of South Dakota Proper, $983,707;

            (2)    University of South Dakota School of Medicine, $74,451;

            (3)    South Dakota State University Proper, $1,156,001;

            (4)    South Dakota School of Mines and Technology, $239,240;

            (5)    Northern State University, $318,583;

            (6)    Black Hills State University, $396,548; and

            (7)    Dakota State University, $247,469.

    Section 3. The executive director of the Board of Regents shall approve vouchers and the state auditor shall draw warrants to pay expenditures authorized by this Act.

    Section 4. Any amounts appropriated in this Act not lawfully expended or obligated by June  30, 2013, shall revert in accordance with the procedures prescribed in chapter 4-8.

    Section 5. Whereas, this Act is necessary for the support of the state government and its existing public institutions, an emergency is hereby declared to exist, and this Act shall be in full force and effect from and after its passage and approval.".
