     On page 16, between lines 16 and 17 of the printed bill, insert:

"      Section 31. Any individual who has an individual health benefit plan renewable pursuant to §  58- 17-82 may elect, in lieu of that coverage, coverage under the risk pool if the individual's annual premium for the health benefit plan exceeds thirty percent of the household income, as defined in §  10-18A-1.".
