        FOR AN ACT ENTITLED, An Act to make an appropriation to the University of South Dakota law school.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA:
    Section 1. There is hereby appropriated from the general fund the sum of three million dollars ($3,000,000), or so much thereof as may be necessary, to the University of South Dakota law school operations fund, which is hereby created. A maximum of three hundred thousand dollars in other fund expenditure authority may be appropriated annually through the normal budget process for the purposes of this Act. Interest earned on money in the fund shall be deposited into the general fund.
    Section 2. Any expenditures from the fund created in section 1 of this Act are contingent upon the University of South Dakota, the University of South Dakota Foundation, or the Board of Regents providing matching funds on a one-to-one basis for additional operational support of the University of South Dakota law school annual operations.
    Section 3. The executive director of the Board of Regents shall approve vouchers and the state auditor shall draw warrants to pay expenditures authorized by this Act.
    Section 4. The provisions of this Act are repealed on June 30, 2028.
