        FOR AN ACT ENTITLED, An Act to facilitate the provision of voluntary medical services to the disadvantaged under certain circumstances.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA:
    Section 1. Any medical professional who holds a license to practice may, on a purely voluntary basis, offer routine medical services to the disadvantaged at no cost to those receiving the services. In return, the medical professional may require that the recipient, or the parent, guardian, or next of kin of the recipient if the recipient is not able or is not competent, sign a waiver of civil liability giving the medical professional immunity against actions founded in ordinary negligence.
    Section 2. As used in this Act, a medical professional is any person who holds an M.D., D.O., D.C., or D.D.S. degree.
    Section 3. The provisions of this Act shall be liberally construed to effectuate the purposes

expressed in this Act.
