2009 House Concurrent Resolution 1012 - Enrolled


HOUSE CONCURRENT RESOLUTION NO. 1012
         A CONCURRENT RESOLUTION,  Supporting the exploration and development of energy resources.
     WHEREAS,  the future growth of the United States economy requires a wide variety of energy sources, including domestic oil and gas production and refining capacity, alternative and renewable energy, and increase conservation; and
     WHEREAS,  as a matter of national policy, the United States needs to reduce its long-term dependence on foreign energy sources for both economic security and national security reasons; and
     WHEREAS,  developing and expanding domestic energy supplies and refining capacity is good for the United States economy in the short-term and the long-term because responsible development of America's energy resources will generate thousands of much-needed American jobs, billions of dollars in new investment, billions of dollars in tax revenues for local, state, and federal government, and will reduce oil imports, stemming the flow of United States dollars for energy purchases to foreign governments; and
     WHEREAS,  alternative energy sources such as wind, solar, hydro, and geothermal offer promise for the future and deserve support, but they are not yet able to meet our domestic energy needs, and we must increase our domestic supply of oil and gas; and
     WHEREAS,  vast energy resources in the United States including hundreds of millions of barrels of oil and trillions of cubic feet of natural gas lie undeveloped in the Arctic National Wildlife Reserve and elsewhere on Alaska's North Slope, and in Alaska's offshore fields. These resources remain untouched and can be affordably developed; and
     WHEREAS,  new drilling techniques and environmentally sound technologies have made finding and tapping oil and gas in the continental United States and on the outer continental shelf potential new sources of domestic supply; and
     WHEREAS,  new refining facilities such as the proposed Hyperion Energy Center in Union County, South Dakota, are needed to expand domestic refining capacity and can be designed to ensure optimal production efficiency with minimal impact on the environment; and
     WHEREAS,  the safe and responsible exploration, development, and production of all domestic energy sources is in the economic security and national security interests of the citizens of the United States; and
     WHEREAS,  the people of South Dakota support the safe and responsible development and production of domestic energy sources and recognize the economic benefits of a national energy policy that promotes a balanced energy approach that includes increasing domestic oil and gas supplies:
     NOW, THEREFORE, BE IT RESOLVED,  by the House of Representatives of the Eighty-fourth Legislature of the State of South Dakota, the Senate concurring therein, that the South Dakota Legislature urges the President and the Congress to support legislation and regulations that allow safe and responsible domestic energy exploration and development in the Arctic National Wildlife Reserve, off Alaska's shores, in the continental United States, and in the outer continental shelf, and new refining facilities such as the Hyperion Energy Center in Union County, South Dakota.
