§ 9.
Road construction and coal supply by state.
The construction and maintenance of
good roads and the supplying of coal to the people of the state from the lands belonging to the
state are works of necessity and importance in which the state may engage but no expenditure of
money for the same shall be made except by the vote of a two-thirds majority of the Legislature.
