    The prayer was offered by the Chaplain, Pastor Dan Bader, followed by the Pledge of Allegiance led by House page Katie Miller.

        A LEGISLATIVE COMMEMORATION, Recognizing Tony Metzgar for his act of saving a life.

    WHEREAS, Tony Metzgar, the son of Matt and Kim Metzgar, is a graduate of Jefferson High School in Elk Point and currently is enrolled at Augustana University in Sioux Falls, majoring in history and music; and

    WHEREAS, Aaron Keenan of Chicago, Illinois, developed leukemia in 2014 and was in desperate need of a bone marrow transplant; and

    WHEREAS, in 2014, Tony signed up to be a bone marrow donor; and

    WHEREAS, Tony and Aaron, two complete strangers, were a bone marrow match, and Tony followed through on his pledge to be a bone marrow donor; and

    WHEREAS, the medical procedure was successful, and Aaron's life was preserved:

    NOW, THEREFORE, BE IT COMMEMORATED, by the Ninety-First Legislature of the State of South Dakota, that the Legislature recognizes Tony Metzgar for his life-saving sacrificial action and urges others to consider taking similar actions to help those needing bone marrow transplants.

        A LEGISLATIVE COMMEMORATION, Recognizing Isabel Trobaugh for her service to the community of Elk Point.

    WHEREAS, Isabel Trobaugh reportedly began playing the piano at age three, and received very little formal music training but can play a multitude of songs by ear; Isabel and her music partner, Elaine Peacock, frequently travel to play music and entertain groups of citizens, often times the elderly and disabled; and

    WHEREAS, Isabel was inducted into the South Dakota Country Music Hall of Fame in 2015; and

    WHEREAS, Isabel has volunteered for many years with her church and various community groups; and

    WHEREAS, Isabel has served as the mayor of Elk Point for twenty years and has received an award for Outstanding Leadership for Small Towns in the United States:

    NOW, THEREFORE, BE IT COMMEMORATED, by the Ninety-First Legislature of the State of South Dakota, that the Legislature recognizes Isabel Trobaugh for her service to the community of Elk Point in a wide variety of ways and urges citizens across the State of South Dakota, as much as possible, to follow the pattern of the life of Isabel and to be contributing members of society in a wide variety of ways.

    WHEREAS, Helen has been a lifelong resident of Lincoln County and attended and obtained her high school education at the Augustana Academy in Canton; and

    WHEREAS, Helen began learning to play the piano at the age of five and has been the organist at West Prairie Lutheran Church since the age of thirteen; and

    WHEREAS, Helen and her husband, Don, have raised their children on the family farm and continue to promote agriculture in our state; she has had a lifelong interest and involvement with youth through the 4-H program; and

    WHEREAS, Helen helped begin the Open Class Division for adults in the Lincoln County Achievement Days in Canton; and

    WHEREAS, Helen was recently honored by South Dakota State University by being named a recipient of the Eminent Homemaker Award:

    NOW, THEREFORE, BE IT COMMEMORATED, by the Ninety-First Legislature of the State of South Dakota, that the Legislature recognizes Helen Sweeter for the honors and recognition she has received for an exemplary life of service to her family, church, and community.

JOINT SESSION

    Pursuant to the report of the Joint-Select Committee, as found on page 14 of the House Journal, the Senate convened with the House of Representatives in the House Chamber for the purpose of receiving a message on the State of the Tribes from the Honorable Harold Frazier, Chairman of the Cheyenne River Sioux Tribe. The President of the Senate, Matt Michels, presided.

    The prayer was delivered by Chief Arvol Looking Horse, 19th Generation Keeper of the Sacred White Buffalo Calf Pipe, Green Grass, South Dakota.

    The Secretary of the Senate, Kay Johnson, called the roll of the Senate and the following members were present:
