"    Section 1. That § 1-25-1.1 be amended to read:

    1-25-1.1. All public bodies, except the state and each state board, commission, or department as provided in section 2 of this Act, shall provide public notice, with proposed agenda, that is visible, readable, and accessible for at least an entire, continuous twenty-four hours immediately preceding any meeting, by posting a copy of the notice, visible to the public, at the principal office of the public body holding the meeting. The proposed agenda shall include the date, time, and location of the meeting. The notice shall also be posted on the public body's website upon dissemination of the notice, if such a website exists. For any special or rescheduled meetings meeting, the information in the notice shall be delivered in person, by mail, by email, or by telephone, to members of the local news media who have requested notice. For any special or rescheduled meetings, all public bodies meeting, each public body shall also comply with the public notice provisions of this section for a regular meetings meeting to the extent that circumstances permit. A violation of this section is a Class 2 misdemeanor.


    Section 2. That chapter 1-25 be amended by adding a NEW SECTION to read:

        A CONCURRENT RESOLUTION, Supporting the selection of the F-35 Joint Strike Fighter beddown at Joe Foss Field, 114th Fighter Wing, South Dakota Air National Guard.

    WHEREAS, the 114th Fighter Wing deploys worldwide and executes directed tactical fighter sorties to destroy enemy forces, supplies, equipment, communications systems, and installations with conventional weapons, or, when directed by the Governor, to protect life and property, preserve peace, order, and public safety; and

    WHEREAS, the 114th Fighter Wing's record of accomplishment and state of combat readiness has established it as the preeminent Air National Guard unit. The Wing has not only excelled but also continues to establish new standards for other Air Force and Air National Guard units to emulate; and

    WHEREAS, the 114th Fighter Wing's recent national recognitions have included the 2015 National Guard Association of the United States Distinguished Flying Plaque that is presented to the five highest rated Air National Guard flying units after the Spaatz Trophy winner, the 2015 National Guard Association of the United States Major General John J. Pesch Safety

Trophy that is presented to the two flying units determined to have demonstrated the highest standards of flight safety in the Air National Guard, the 2014 National Guard Association of the United States Spaatz Trophy that is presented to the highest rated Air National Guard flying unit, and the Air Force Outstanding Unit Award that is presented for exceptionally meritorious service during the time period of October 1, 2012, to September 1, 2014; and

    WHEREAS, the 114th Fighter Wing's recent major deployments and activations have included operations in support of Pacific Command Theater Security Package, Operation POST EAGER LION, Operation ENDURING FREEDOM, Operation IRAQI FREEDOM, and State Active Duty for the Missouri River Flood; and

    WHEREAS, the 114th Fighter Wing continues to operate a remote aerospace control alert detachment maintaining 24/7 pilot and aircraft coverage; and

    WHEREAS, we recognize that the F-35 beddown location selection will have a tremendous impact on our country's national defense and its ability to support operations throughout the world:

    NOW, THEREFORE, BE IT RESOLVED, by the House of Representatives of the Ninety-First Legislature of the State of South Dakota, the Senate concurring therein, that the South Dakota State Legislature strongly supports the selection of the F-35 Joint Strike Fighter beddown at Joe Foss Field, 114th Fighter Wing, South Dakota Air National Guard.

        A CONCURRENT RESOLUTION, Encouraging recognition of the current gender wage gap and calling for the enforcement of equal pay for equal work laws.

    WHEREAS, women comprise nearly half of the work force in the United States, with South Dakota ranking in the top ten states with the highest percentage of women in the workforce; and

    WHEREAS, the exceptional work ethic of midwestern women is also reflected by high rates of women in the workforce in our neighboring states; and

    WHEREAS, the average female employee makes only seventy-nine cents to every dollar a male employee makes for similar work and similar skills in the United States and only seventy-six cents to the dollar in South Dakota; and

    WHEREAS, despite the fact that South Dakota currently requires equal pay for equal work pursuant to §§ 60-12-15, 60-12-28, and 60-12-21 women in South Dakota still see nearly twenty-five percent less pay than their male counterparts; and

    WHEREAS, the state has granted the Department of Labor and Regulation the authority to enforce all labor laws regarding gender discrimination, pursuant to § 60-5-11; and

    WHEREAS, South Dakota understands and recognizes the value of its female citizens and their contribution to the workforce and home:

    NOW, THEREFORE, BE IT RESOLVED, by the House of Representatives of the Ninety-First Legislature of the State of South Dakota, the Senate concurring therein, that the South Dakota Legislature recognizes the current wage gap between men and women in the state and encourages the Department of Labor and Regulation to enforce the laws in place to prevent the injustice of unequal pay for equal skills.

        A LEGISLATIVE COMMEMORATION, Recognizing Sabrina Swee for her excellence and achievements in the area of culinary arts.

    WHEREAS, Sabrina Swee is an eighth grade student in the Beresford school system who began cooking at age three; and

    WHEREAS, Sabrina was the South Dakota winner of the White House Healthy Lunchtime Challenge and as a result of winning, she was invited to the White House and met First Lady Michelle Obama; and

    WHEREAS, Sabrina recently appeared on the Food Network program Chopped Junior and won, and as a result she was awarded ten thousand dollars; and

    WHEREAS, Sabrina plans to graciously give a portion of her winnings to certain funds honoring her classmates and friends who have recently and tragically died:

    NOW, THEREFORE, BE IT COMMEMORATED, by the Ninety-First Legislature of the State of South Dakota, that the Legislature honors Sabrina Swee for her excellent culinary skills and encourages her to continue her efforts in the areas of nutrition and culinary arts.
