An Act to create the Dr. Nicholas W. Drummond Center for Civic Engagement at Black Hills State University.

Be it enacted by the Legislature of the State of South Dakota:

Section 1. That a NEW SECTION be added to chapter 13-59:

The Board of Regents shall create, at Black Hills State University, the Dr. Nicholas W. Drummond Center for Civic Engagement.

The purpose of the center is to provide undergraduate students with the foundation to succeed as lifelong citizens and future leaders in political, economic, and civic life. The center shall provide this foundation by incorporating, in the education of the students, a broad range of subjects, including communications, economics, history, philosophy, political science, and sociology, and enhancing the students' understanding of civic affairs and discourse.

Classes provided through the center must be made available in-person and by means of online platforms.

Black Hills State University shall collaborate with the Board of Regents and other institutions under the jurisdiction of the board to:

(1) Develop and provide curricula and programs;

(2) Sponsor and host civic-focused events;

(3) Provide experiential learning opportunities;

(4) Provide civic programming; and

(5) Provide other resources in support of the center.
