    On page 2, after line 5 of the House Local Government Committee engrossed bill, insert:

"    Section 2. That § 9-38-24 be amended to read:

    9-38-24. The board may establish, improve, care for, regulate, and manage a system of public parks, parkways, and boulevards and with the approval of the governing body may acquire land for such purposes. The board may regulate the planting and trimming of trees and shrubbery in such areas and may establish the channel of any stream or watercourse forming a part of the park system and improve the banks of the stream or watercourse. The board may provide parkways and boulevards for the streets and maintain and regulate the care of the parkways and boulevards. The board may cause the cost of construction and maintenance of the street parkways and boulevards to be assessed against the abutting property as provided in chapter 9-43. The board may establish, maintain, and conduct with or without charge or grant concessions for places of public amusement, recreation, or refreshment within or in connection with such parks. No concession lease or grant may be made for longer than three years, and no professional shows or exhibitions for which an admission price is charged may be given in such parks. However, a lease or grant to a concession may be made by the board for a period not to exceed fifteen fifty years if the concession requires a realty improvement or capital investment or any combination thereof of at least fifty thousand dollars or for a period not to exceed fifty years if the concession requires a realty improvement investment of at least one hundred thousand dollars. ".

        A LEGISLATIVE COMMEMORATION, Recognizing and congratulating Joshua Kjellerson of Boy Scout Troop 131 for achieving the rank of Eagle Scout.

    WHEREAS, Joshua Kjellerson, of Rapid City, South Dakota, has completed the necessary requirements and has been examined by the Eagle Scout Board of Review and found worthy of the rank of Eagle Scout; and

    WHEREAS, the Eagle Scout Award is the highest rank a young man can achieve within the Boy Scouts of America, and Joshua was made an official Eagle Scout on August 11, 2016; and

    WHEREAS, Joshua has shown steady and persistent progress through the ranks to achieve this prestigious award and has taken an oath to be trustworthy, loyal, helpful, friendly, courteous, kind, obedient, cheerful, thrifty, brave, clean, and reverent; and

    WHEREAS, Joshua has shown exemplary performance, outstanding character, leadership, loyalty, dedication, and commitment in the Boy Scouts of America:

    WHEREAS, the average age for a scout to receive the high honor of Eagle Scout is seventeen, but, impressively, Christopher is only fifteen years of age and a freshman at Dakota Valley High School; and

    WHEREAS, only five percent of all boy scouts achieve the rank of Eagle Scout; and

    WHEREAS, Christopher Todd Jumper's commitment to improving his community, working to achieve a challenging goal, and earning the rank of Eagle Scout demonstrate his desire to achieve excellence:

        A LEGISLATIVE COMMEMORATION, Honoring the Beresford and Alcester-Hudson School District cooperative wrestling program for an excellent season and for victorious performances in the 2017 Class B State Wrestling Tournament.

    WHEREAS, the Beresford and Alcester-Hudson school districts agreed to field a cooperative wrestling team in the 2016-2017 school year; and

    WHEREAS, members of the community, school district personnel, and team members worked well together; and

    WHEREAS, the team won many individual matches and championships in 2016-2017; and

    WHEREAS, the team completed the 2016-2017 season by winning the South Dakota High School Activities Association Class B State Championship; and

    WHEREAS, Kellyn March, Dakota Galt, Ty Haneke, and Nick Casperson all won individual state championships:

    NOW, THEREFORE, BE IT COMMEMORATED, by the Ninety-Second Legislature of the State of South Dakota, that the Legislature congratulates the Beresford and Alcester-Hudson School District cooperative wrestling team and their coach Tyler Sorenson for their outstanding accomplishments in the current school year.
