    "Section 1. That § 2-4-2 be amended to read:

    2-4-2. The salary of each member of the Legislature is six thousand dollars equal to one-fifth of the South Dakota median household income reported by the United States Census Bureau Current Population Survey, as ascertained and adjusted each year by the State Board of Finance to take effect on the first day of January of each year for every regular legislative session. In addition, each legislator shall receive:

            (1)    Reimbursement to be paid after the legislative session for actual mileage or its equivalent traveled to and from home not more than once each weekend or between days of recess during the regular legislative session, at state rates established by the Board of Finance;
            (2)    Expenses of one hundred twenty-three dollars per day for each day of a regular or special legislative session as prepaid reimbursement for living expenses, including meals and lodging, laundry, cleaning and pressing of clothing, and all other uncompensated expenses as defined in § 2-4-2.1 incident to the performance of legislative services, or at the amount fixed for the per diem allowance that is authorized by the United States Internal Revenue Service to be excluded from the gross income without itemization as of October first each year, whichever of the two is greater; and
            (3)    Five cents once each session for every mile of necessary travel in going to and returning from the place of meeting of the Legislature by the most usual route.
    For each day's attendance at special sessions, each member, in addition to mileage and expenses, shall receive a per diem calculated by the director of the Legislative Research Council

equal to the normal daily compensation for the regular session immediately preceding the special session. ""

        A LEGISLATIVE COMMEMORATION, Commending the Department of Game, Fish and Parks and the landowners of South Dakota on thirty years of partnership to provide public hunting access through the Walk-In Area program.

    WHEREAS, the Walk-In Area program began in 1988 leasing public hunting access from 26 landowners on 23,161 acres, and has grown to partnering with 1,458 landowners, in 2017, who provide public hunting access to 1,239,580 acres of private land; and

    WHEREAS, cumulatively over the last thirty years the Walk-In Area program has paid landowners over $35 million to provide public hunting access opportunities to over 23.2 million acres; and

    WHEREAS, the Walk-In Area program plays a critical role in enhancing local economies across the state as hunters spend an estimated $15.9 million per year for the purposes of hunting on Walk-In Areas; and

    WHEREAS, forty percent of hunters annually utilize Walk-In Areas for their annual hunting experiences and opportunities; and

    WHEREAS, the Walk-In Area program has been a valuable asset in the efforts to retain, recruit, and reactivate hunters; and

    WHEREAS, the Walk-In Area program has been an integral part of preserving South Dakota's hunting heritage:

    NOW, THEREFORE, BE IT COMMEMORATED, by the Ninety-Third Legislature of the State of South Dakota, that the Legislature recognizes and honors the Department of Game, Fish and Parks' Walk-In Area program for successfully providing public hunting access through partnerships with South Dakota landowners for the past thirty years.

        A LEGISLATIVE COMMEMORATION, Honoring and thanking Bonnie Luecke for her thirty-one years of dedicated service to Detachment 780, Air Force Reserve Officer Training Corps, at South Dakota State University.

    WHEREAS, Bonnie Luecke has gone above and beyond her responsibilities by managing administrative functions not only for South Dakota State University but the United States Air Force. Bonnie encompasses the mission of a leader, encouraging others to reach their highest potential; and

    WHEREAS, Bonnie Luecke has served as Detachment 780 secretary for fourteen detachment commanders; and

    WHEREAS, Bonnie Luecke has worked hard to create a welcoming environment for cadets to gather throughout the years. Bonnie's dedication to all cadets and her encouraging words have made Detachment 780 feel like a home away from home; and

    WHEREAS, Bonnie Luecke has been the dedicated liaison between South Dakota State University and the United States Air Force, whose connections spread across the campus, state, and world; and

    WHEREAS, Bonnie Luecke has provided a wealth of information and continuity to Detachment 780's rotating cadre: shepherding, advising, and informing to ensure the successful mission completion of training and commissioning future leaders for the United States Air Force. Bonnie has had a positive impact on United States Air Force officers' lives who have served in the past and are still serving today:

    NOW, THEREFORE, BE IT COMMEMORATED, by the Ninety-Third Legislature of the State of South Dakota, that Bonnie Luecke be honored and thanked for her dedicated service of thirty-one years to Detachment 780, Air Force Reserve Officer Training Corps, at South Dakota State University.
