NOTICES OF PROPOSED RULES (The date in parentheses is the date the rules were filed in the Legislative Research Council):

Department of Transportation: (January 21, 1999) is proposing rules to amend speed limits on Highway 20 through Watertown and on Highway 14 through Volga. Amendment of the Informational, Directional Sign ? On Right of Way rule concerning the minimum eligibility requirements for services for motorists is also proposed. The general authority for these rules, as cited by the department, is SDCL 31-29-80.1 and 32-25-7.

A public hearing will be held in Commission Room, Becker-Hansen Building, 700 East Broadway Avenue, Pierre, SD, on Friday, February 25, 1999, at 9:05 a.m. Copies of the rules may be obtained from and written comments sent to the Secretary of Transportation, Room 202, Becker-Hansen Building, 700 East Broadway Avenue, Pierre, SD 57501, and must be received by February 24, 1999, in order to be considered. This hearing is being held in a physically accessible place. Persons who have special needs for which the agency can make arrangements are asked to call (605) 773-3265 at least forty-eight hours before the hearing.

FILINGS IN THE SECRETARY OF STATE'S OFFICE:

Executive Appointments:

Donald J. Goldhorn, Dededo, Guam, was appointed on January 9, 1999, as Assistant Adjutant General, Army, effective April 1, 1999, and to continue until March 31, 2000.

Ronald W. Mielke, Sioux Falls, was appointed on January 15, 1999, as Assistant Adjutant General, Air, effective August 1, 1999, and to continue until July 31, 2000.

Correction: On page 99 of the Register dated January 19, 1999, the general authority for the rules filed in the Legislative Research Council office was omitted. For the Social Services rules concerning the Food Stamp program, the general authority, as cited by the department, is SDCL 28-12-1 and for the rules concerning Hospital Reimbursement, the general authority, as cited by the department, is SDCL 28-6-1. For the Department of Environment and Natural Resources rules concerning the South Dakota air pollution control program, the general authority, as cited by the department, is SDCL 34A-1-6, 34A-1-12, 34A-1-15, 34A-1-18, and 34A-1-21.

The following agencies have permission from the Interim Rules Review Committee to charge for adopted rules: the Division of Insurance, the Cosmetology Commission, the State Board of Examiners in Optometry, the State Plumbing Commission, the Board of Nursing, the Department of Social Services, the State Electrical Commission, the South Dakota Board of Pharmacy, the Real Estate Commission, the Gaming Commission, the Department of Commerce and Regulation for commercial driver licensing, the Department of Labor for Article 47:03, and the Department of Revenue.
