NOTICES OF PROPOSED RULES:

Department of Education and Cultural Affairs: South Dakota Board of Education will continue its hearing of December 15 and 16, 1997, pursuant to Interim Rules Review action, regarding rules to establish certification and preparation standards for pre-kindergarten through grade 12 education personnel and eliminate the postsecondary vocational education teacher endorsement in K-12 teacher certification rules. The general authority for these rules, as cited by the agency, is SDCL 13-1-12.1 and 13-42-3. The continued hearing will focus on proposals for school superintendent programs, the school speech language pathologist program, and the number of hours required for education endorsement programs.

A public hearing will be held at the Mitchell High School Library, 920 North Capitol Street, Mitchell, on March 24, 1998, at 8:30 a.m. Copies may be obtained from and written comments sent to South Dakota Board of Education, Department of Education and Cultural Affairs, 700 Governors Drive, Pierre, South Dakota 57501-2291, and must be received by March 24, 1998, to be considered. The hearing is being held in a physically accessible place and interpreter services will be provided. Persons who have special needs for which the agency can make arrangements are asked to call (605) 773-3426 forty-eight hours before the hearing.

Executive Orders:

Executive Order 98-01, dated February 17, 1998, established the South Dakota Interagency Coordinating Council under the provisions of Public Law 105-17. The order provides that the Governor will appoint the members according to criteria set forth in the order. The council will advise and assist the Department of Education and Cultural Affairs and prepare an annual report for the Governor and the Secretary of the Department of Education and Cultural Affairs. The order also rescinded Executive Order 97-03.
