NOTICES OF PROPOSED RULES: (The date in parentheses is the date the rules were filed in the Legislative Research Council):

Department of Social Services: (March 18, 1999) is proposing rules that will govern the Department's actions to collect certain medical benefits paid in error. The general authority for these rules, as cited by the department, is SDCL 28-6-1.

A public hearing will be held in Conference Room #1, Kneip Office Building, 700 Governors Drive, Pierre, South Dakota, on Thursday, April 8, 1999, at 1:15 p.m. (CST). Copies of the proposed rules may be obtained from and written comments sent to Jill Wellhouse, Administrative Rules, Department of Social Services, 700 Governors Drive, Pierre, South Dakota 57501. Ms. Wellhouse may be contacted by telephone at (605) 773-3305. Material sent by mail must be received by April 19, 1999, to be considered. This hearing is being held in a physically accessible place. Department of Game, Fish and Parks: (March 19, 1999) is proposing rules to increase the number of "any elk" licenses during Custer State Park early archery elk season, increase the numer of "anterless elk" licenses during the special Custer State Park anterless elk season, change the date of the Custer State Park bighorn sheep season, establish a new archery deer hunting season in Grant County, increase available licenses in several units during the archery deer special hunting season, establish the number and types of licenses available in some units and clarify eligibility requirements for landowner preference for the archery elk hunting season, increase the pull requirements for bows used in hunting elk, establish a prohibition against any person having more than one elk license, establish and increase the number and type of elk hunting licenses, permit only white-tailed deer to be taken on a special buck license in parts of Corson, Dewey, Ziebach, and Campbell Counties, change Harding and Butte Counties from Unit 2 to Unit 1 for grouse hunting season, change Harding County from Unit 2 to Unit 1 for pheasant hunting season, establish a youth pheasant season statewide, change Harding and Butte Counties from Unit 2 to Unit 1 for gray partridge hunting season, clarify circumstances permitting aerial predator control activities without first obtaining a permit, park entrance license required at Lake Thompson, amend camping permits and rules for Roy Lake, Mina Lake, and Lake Thompson, establish a "no boating zone" at Lake Thompson and expand the "no wake zone" at the Lewis and Clark Marina. The general authority for these rules, as cited by the department, is SDCL 41-2-18, 41-6-19.6, 41-6-21, 41-8-39.1, 41-11-5, 41-17-1.1, 41-17-13.4, and 42-8-1.1.

A public hearing will be held at the Holiday Inn in Mitchell, South Dakota, on April 8, 1999, at 2:00 p.m. (CST). Copies of the proposed rules may be obtained from and written comments sent to John L. Cooper, Secretary, Department of Game, Fish and Parks, 523 East Capitol, Pierre, South Dakota 57501. Material sent by mail must be received prior to the meeting. Comments may also be sent by e-mail to scott@fgp.state.sd.us. E-mail comments must include the commenter's name and address. Persons who have special needs for which the department can make arrangements are asked to call (605) 773-3387 before the hearing.

South Dakota Lottery: (March 19, 1999) is considering updates to existing rules to make them consistent with rules adopted by the Wild Card Group. The general authority for these rules, as cited by the department, is SDCL 42-7A-21.

A public hearing will be held in the Kneip Room at the Governors Inn, 700 West Sioux Avenue, Pierre, South Dakota, on April 9 1999, at 10:30 a.m. (CST). Copies of the proposed rules may be obtained from and written comments sent to the South Dakota Lottery, 207 East Capitol, Pierre, South Dakota 57501. Material sent by mail must be received on or before April 8, 1999, to be considered. This hearing is being held in a physically accessible place. Persons who have special needs for which the department can make arrangements are asked to call (605) 773-5770 at least 48 hours before the hearing.
