NOTICES OF PROPOSED RULES:
(The date in parentheses is the date the rules were filed in the Legislative Research Council)Secretary of State: Board of Elections: (April 12, 1999) is proposing rules to comply with statutes which change the terminology for poll workers and require an independent running mate's certification. Other changes allow for greater access to voter registration cards, provide more accurate information in school board vacancy notices, make it easier to apply for absentee ballots, amend the petition form, and make it easier to print pollbooks. The general authority for these rules, as cited by the department is SDCL 12-1-9, 12-7-1, 12-17B-17, 12-19-2, and 12-20-52.
A public hearing will be held at the Ramkota Inn Convention Center, Pierre, South Dakota, on May 13, 1999, at 3:00 p.m. Copies of the proposed rules may be obtained from and written comments sent to the Secretary of State, Election Department, 500 East Capitol, Pierre, SD 57501. Material sent by mail must be received by May 13, 1999, to be considered. Persons who have special needs for which the department can make arrangements are asked to call (605) 773-3537, before the hearing.
Public Utilities Commission: (April 12, 1999) intends to adopt rules to set new standards and penalties concerning changing telecommunications companies and customer billing. The general authority for these rules, as cited by the department is SDCL 49-31-77, 49-31-85, 49-31-89.
A public hearing will be held in Room 412, Fourth Floor of the State Capitol, Pierre, South Dakota, on May 13, 1999, at 1:30 p.m. Copies of the proposed rules may be obtained from and written comments sent to the South Dakota Public Utilities Commission, 500 East Capitol, Pierre, SD 57501. Material sent by mail must be received by May 24, 1999, to be considered. This hearing is being held in a physically accessible place. Persons who have special needs for which the department can make arrangements are asked to call (605) 773-3201, at least forty-eight hours before the hearing.
Department of Game, Fish and Parks: (April 15 1999) intends to amend national wildlife refuge deer hunting seasons, youth deer season, Black Hills deer hunting season, special goose hunting season, nonresident waterfowl licenses, license forms and fees, use of parks and public lands, grouse and gray partridge hunting seasons, and park licenses. The general authority for these rules, as cited by the department, is SDCL 41-2-18, 41-6-18.2, 41-6-18.4, 41-6-21, 41-11-5, and 41-17-1.1.
A public hearing will be held at the Blue Bell Lodge in Custer State Park, South Dakota, on May 6, 1999, at 2:00 p.m. Copies of the proposed rules may be obtained from and written comments sent to John Cooper, Secretary, Department of Game, Fish and Parks, 523 East Capitol, Pierre, SD 57501. Material sent by mail must be received prior to the hearing date to be considered. Comments may also be sent by e-mail to scott@gfp.state.sd.us. Rules Review Committee Meeting
The next meeting of the Interim Rules Review Committee will be held Wednesday, June 16, 1999, in Legislative Conference Rooms 1 and 2, Third Floor, State Capitol, Pierre, starting at 9:00 a.m. Agencies whose rules have had a public hearing are asked to have a representative present at the meeting to give background information on their rules.
Each agency is requested to provide LRC with eight copies of the most recent draft of its rules two days before the meeting.
