NOTICES OF PROPOSED RULES (The date in parentheses is the date the rules were filed in the Legislative Research Council):

Department of Game, Fish and Parks: Game, Fish and Parks Commission (April 16, 1998) intends to increase licenses and decrease tags for the fall wild turkey hunting season; for the national wildlife refuge deer hunting seasons, decrease resident and nonresident licenses, eliminate and revise units in Lacreek Refuge, and revise season dates; for youth deer season, decrease licenses and change season dates; decrease licenses for the Black Hills deer hunting season; and establish a pheasant hunting season for disabled veterans, including permits, location, shooting hours, limit and sex of pheasants to be harvested, fees, eligibility requirements for hunters and those sponsoring and assisting the hunt. The general authority for these rules, as cited by the agency, is SDCL 41-2-18, 41-6-21, and 41-11-5.

A public hearing will be held on May 7, 1998, at 2:00 p.m., at the Dixon Town Hall, Gregory. Written comments may be sent to the Office of the Secretary, Department of Game, Fish and Parks, Foss Building, 523 East Capitol, Pierre, South Dakota 57501, and must be received by May 7, 1998, to be considered. Comments may also be sent by e-mail to kenm@gfp.state.sd.us and must include the commenter's name and address. Copies of the rules may be obtained from the Office of the Secretary, Department of Game, Fish and Parks, Foss Building, 523 East Capitol, Pierre, South Dakota 57501. Persons who have special needs for which the agency can make arrangements are asked to call the secretary of the department for assistance.

FILINGS IN THE SECRETARY OF STATE'S OFFICE:

Executive Orders:

Executive Order 98-02, dated April 15, 1998, directs that the South Dakota Interagency Advisory Panel be appointed under the provisions of the Individuals with Disabilities Education Act and this executive order. It was necessary to revise the advisory panel in order to comply with new federal requirements. The duties of the advisory panel include assisting and advising the Department of Education and Cultural Affairs (DECA) of unmet needs in the education of children with disabilities, comment publicly on any proposed rules, advise DECA in developing and reporting data to the United States Secretary of Education, advise DECA on developing corrective action plans to address findings identified in federal monitoring reports, advise the state in developing and implementing policies relating to the coordination of services for children with disabilities, and prepare a report for the Governor and the secretary of DECA.

RULES REVIEW COMMITTEE MEETING:

The next meeting of the Interim Rules Review Committee will be held April 22, 1998, in Rooms LCR 1 and 2, Third Floor, State Capitol, Pierre, starting at 9:00 a.m. Agencies whose rules have had a public hearing are asked to have a representative present at the meeting to give background information on their rules.
