NOTICES OF PROPOSED RULES: (The date in parentheses is the date the rules were filed in the Legislative Research Council):

Department of Game, Fish and Parks: (July 20, 2000) is considering rules to require parks entrance licenses in certain areas to provide revenue needed to operate the state park system; classify Chief White Crane as a prime waterfront campsite to establish the campground fee; establish camping permit fees at Indian Creek, Pease Creek, North Wheeler Creek, Spring/Cow Creek, Okobojo Point, Chief White Crane, Pierson Ranch, and North Point; impose hunting prohibitions at Cow Creek and Spring Creek; repeal procedures for removal of agents appointed by the County Treasurer; provide procedures for agents appointed by the department to be accountable for licenses furnished them for sale and to provide a time for reporting and payment for these licenses; modify dates of the various duck hunting seasons and daily bag and possession limits within the federal parameters; modify dates of various goose hunting seasons and daily bag and possession limits in the various seasons and units; modify areas with the various goose hunting units by inclusion or exclusion of certain areas within the federal parameters; and in the youth waterfowl hunting season modify the daily bag and possession limits for ducks and Canada geese and extend the length of the hunting season. The general authority for these rules, as cited by the department, is SDCL 41-17-1.1, 41-17-13.4, 41-2-18, and 41-11-5.

A public hearing will be held at the Ramkota River Centre, Pierre, South Dakota, on Thursday, August 10, 2000, at 2:00 p.m. Copies of the proposed rules may be obtained from and written comments sent to John L. Cooper, Secretary, Foss Building, 523 East Capitol Avenue, Pierre, South Dakota 57501, and must be received prior to the hearing date. Comments may also be sent by e-mail to scott.carbonneau@state.sd.us. E-mail comments must include the commenter's name and address. Rules Review Committee Meetings

The next meeting of the Interim Rules Review Committee will be held Wednesday, August 16, 2000, in Room 413 of the State Capitol, Pierre, starting at 9:00 a.m. The committee chair has set the following tentative meeting schedule for the 2000 interim: September 12, October 18, November 14, and December 12. Agencies whose rules have had a public hearing are asked to have a representative present at the meeting to give background information on their rules.

Each agency is requested to provide the LRC with eight copies of the most recent draft of its rules two days before the meeting.
