Department of Education and Cultural Affairs: Board of Education: (November 12, 1998) is proposing rules to increase the length of validity for the superintendent endorsement from five years to ten years in current teacher certification rules effective through August 31, 2000. The general authority for these rules, as cited by the department, is SDCL 13-1-12.1 and 13-42-3.

A public hearing will be held at the Kings Inn, Knights Room, 220 South Pierre Street, Pierre, South Dakota, on December 15, 1998 at 8:00 a.m. (CST). Copies of the proposed rules may be obtained from and written comments sent to the Department of Education and Cultural Affairs, South Dakota Board of Education, 700 Governors Drive, Pierre, South Dakota 57501-2291. Material sent by mail must be received by December 14, 1998, to be considered. This hearing is being held in a physically accessible place. Persons who have special needs for which the department can make arrangements are asked to call (605) 773-3426 at least 48 hours before the hearing.

Department Social Services: (November 19, 1998) intends to adopt rules to comply with recent federal policy changes and federal requirements governing the administration of the Child Support Enforcement Program. The general authority for these rules, as cited by the department, is SDCL 28-7A-3.

A public hearing will be held in Secretary Ellenbecker's Office, First Floor, Kneip Office Building, 700 Governors Drive, Pierre, South Dakota, on December 15, 1998 at 1:15 p.m. Copies of the proposed rules may be obtained from and written comments sent to Jill Wellhouse, Administrative Rules, Department of Social Service, 700 Governors Drive, Pierre, South Dakota 57501. Material sent by mail must be received by December 28, 1998, to be considered. Ms. Wellhouse may be contacted by telephone at (605) 773-3305. This hearing is being held in a physically accessible place. Persons who have special needs for which the department can make arrangements are asked to call (605) 773-3305 at least 48 hours before the hearing.

Department of Transportation: Transportation Commission: (November 20, 1998) intends to adopt rules amending speed zones in Pennington, Fall River, and Tripp counties; and prohibit truck parking on Highway 14 in the city of Arlington. The general authority for these rules, as cited by the department, is SDCL 32-25-7 and 32-30-2.4.

A public hearing will be held in the Commission Room, Becker-Hansen Building, 700 East Broadway Avenue, Pierre, South Dakota, on January 21, 1999, at 9:05 a.m. (CST). Copies of the proposed rules may be obtained from and written comments sent to the Secretary of Transportation, Room 202, Becker-Hansen Building, 700 East Broadway Avenue, Pierre, South Dakota 57501. Material sent by mail must reach the department by January 20, 1999, to be considered. This hearing is being held in a physically accessible place. Persons who have special needs for which the department can make arrangements are asked to call (605) 773-3265 at least 48 hours before the hearing.

The next meeting of the Interim Rules Review Committee will be held December 14, 1998, in Legislative Conference Rooms 1 and 2, Third Floor, State Capitol, Pierre, starting at 9:00 a.m. Agencies whose rules have had a public hearing are asked to have a representative present at the meeting to give background information on their rules.
