         FOR AN ACT ENTITLED, An Act to  expand eligibility for the health insurance risk pool.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA:
     Section  1.  That chapter 58-17 be amended by adding thereto a NEW SECTION to read as follows:
     Any South Dakota resident who has an individual health benefit plan and pays premium rates in excess of twenty-five percent of the highest premium rate charged by the risk pool is eligible for health insurance coverage under the risk pool established in §  58-17-115.
