     Section 13. That chapter 1-36A be amended by adding thereto a NEW SECTION to read as follows:

     There is established an advisory board to hear grievances and make recommendations to the Department of Human Services regarding those grievances. The Governor shall appoint the members of the advisory board. The advisory board shall consist of two highly qualified deaf persons, two highly qualified interpreters, and one member of the public.".
