     On the printed bill, delete everything after the enacting clause and insert:

"      Section  1.  That chapter 12-25 be amended by adding thereto a NEW SECTION to read as follows:

     No public employer may allow the use of public property, equipment, facilities, or resources by a ballot question committee, candidate, candidate's committee, political action committee, or political party committee for express advocacy. A public employer is the state, any local government, government agency, government instrumentality, special district, joint powers authority, school board, or special purpose organization that employs one or more persons. "
