AMENDMENT FOR SENATE EDUCATION COMMITTEE ENGROSSED BILL

___________________ moved that SB 52 be amended as follows:


    On the Senate Education Committee engrossed bill, delete everything after the enacting clause and insert:

"    Section 1. That chapter 13-3 be amended by adding a NEW SECTION to read:

    The secretary of education shall survey all accredited schools in the state to determine the adequacy of instruction in civics, United States government, United States history, and South Dakota history. The secretary may include teachers, administrators, school board members, parents, content and pedagogy experts, higher education faculty, and legislators in the survey.

    All accredited schools shall provide responses to the survey. The survey shall include the following topics:

            (1)    The amount of credit required in civics, United States government, United States history, and South Dakota history to meet local graduation requirements;

            (2)    A description of the teaching of the Oceti Sakowin Essential Understandings and whether the standards are incorporated into the general curriculum or utilized as stand-alone instruction;

            (3)    A list of course offerings in civics, United States government, United States history, and South Dakota history and the corresponding grade levels at which the courses are taught;

            (4)    A summary of the academic credentials of the educators teaching the courses referenced in subdivision (3);

            (5)    A summary of local government requirements and whether the local requirements meet or exceed the state graduation requirements;

            (6)    A summary of the application of graduation requirements for students who graduate mid-year; and

            (7)    Any other information related to instruction in civics, United States government, United States history, or South Dakota history that is requested by the secretary of education.

    The secretary of education shall deliver the survey results and any recommendations to the House standing committee on education, the Senate standing committee on education, and the Board of Education Standards by January 1, 2020.

    Based upon the survey results, the Board of Education Standards may consider amendments to the social studies standards established under § 13-3-48, the high school graduation requirements established under § 13-1-12.1, and the educator certification requirements established under § 13-1-12.1."
