"
If the consumer opts to replace the motor vehicle with a comparable new motor vehicle, the
manufacturer shall, through its authorized dealer, certify its replacement to the Department of
Revenue and Regulation. The department shall issue a credit certificate to the customer for the
amount of the excise tax, license and registration fees, and similar government charges paid by the
consumer. The credit certificate is nontransferable and expires in one hundred eighty days. The
department may promulgate rules pursuant to chapter 1-26 to provide for the form of the credit
certificate and for the process of issuing and redeeming the credit certificate.
