Rule 24:28:06:01 Certificate for teaching assignment required.

          24:28:06:01.  Certificate for teaching assignment required. A teacher of record, not including a long-term substitute teacher, in grades kindergarten to 12 or early childhood special education in a public or department-accredited school shall hold a certificate valid for the positions to which the teacher is assigned.

Rule 24:28:06:02 General requirements.

          24:28:06:02.  General requirements. An applicant shall:

 

          (1)  Have a bachelor's degree or higher from a regionally accredited institution of higher education;

 

          (2)  Complete a teacher education program from a regionally accredited institution of higher education;

 

          (3)  Complete a South Dakota Indian studies course approved by the department with a grade of C or higher; and

 

          (4)  Provide a written recommendation from a regionally accredited institution of higher education, completed by the designated recommending official, which verifies satisfactory completion of the approved program and specifies each area of preparation, degree program, major, and endorsement area completed by the applicant.

Rule 24:28:06:03 Application process for a teaching certificate.

          24:28:06:03.  Application process for a teaching certificate. An applicant for a teaching certificate shall submit:

 

          (1)  Completed application and fees;

 

          (2)  Documentation that the requirements of § 24:28:06:02 are met;

 

          (3)  Official transcripts from each regionally accredited institution of higher education attended, issued by the registrar or other appropriate official of the institution and including descriptive course titles, course numbers, credits, and grades for each course listed;

 

          (4)  Documentation of passage of the state-designated pedagogy assessment;

 

          (5)  Additional documentation upon request; and

 

          (6)  For credentials from a foreign country or transcripts from a foreign institute of higher education, an evaluation completed by agencies approved by the department to evaluate such credentials to determine eligibility for certification that includes a course-by-course credential report of university-level credit completed, course titles, grades, semester hours earned, U.S. equivalency of degree earned, and documentation that the equivalent of a department-approved educator preparation program was completed.

Rule 24:28:06:04 Professional teaching certificate.

          24:28:06:04.  Professional teaching certificate. The professional teaching certificate is issued to an applicant who is new to the teaching profession or does not meet the requirements of an advanced teaching certificate.

Rule 24:28:06:05 Advanced teaching certificate.

          24:28:06:05.  Advanced teaching certificate. The advanced teaching certificate is issued to an individual who:

 

          (1)  Applies for the advanced teaching certificate;

          (2)  Meets all requirements for a professional teaching certificate;

          (3)  Meets all teacher certification renewal requirements;

          (4)  Has five or more years of teaching experience which may include experience as an alternative certification teacher; and

          (5)  Receives an advanced degree in an education-related field or National Board for Professional Teaching Standards certification.

Rule 24:28:06:06 Teacher certificate areas of preparation.

          24:28:06:06.  Teacher certificate areas of preparation. A teacher shall hold a valid certificate issued by the Secretary in the respective areas of teacher preparation:

 

          (1)  Early childhood;

          (2)  Elementary;

          (3)  Secondary;

          (4)  Career and technical education;

          (5)  K-12;

          (6)  Early childhood special education;

          (7)  K-12 special education; or

          (8)  Alternative teacher certification issued according to §§ 24:28:11 to 24:28:14, inclusive.

Rule 24:28:06:07 Early childhood preparation.

          24:28:06:07.  Early childhood preparation. A teacher with early childhood preparation is eligible to teach in an educational setting from birth to grade three. The preparation is issued to a person meeting the requirements of § 24:53:07:02.

Rule 24:28:06:08 Elementary preparation.

          24:28:06:08.  Elementary preparation. A teacher with elementary preparation is eligible to teach in an educational setting from kindergarten through grade eight. An elementary preparation is issued to a person meeting the requirements of § 24:53:07:04.

Rule 24:28:06:09 Secondary preparation.

          24:28:06:09. Secondary preparation. A teacher with secondary preparation is eligible to teach in an educational setting from grades five through 12. A secondary preparation is issued to a person meeting the requirements of § 24:53:07:07.

Rule 24:28:06:10 Career and technical education preparation.

          24:28:06:10.  Career and technical education preparation. A teacher with career and technical education (CTE) preparation is eligible to teach in an educational setting from grades seven through 12. A CTE preparation is issued to a person meeting the requirements of § 24:53:07:12.

          24:28:06:11.  K-12 preparation. A teacher with K-12 preparation is eligible to teach in an educational setting from kindergarten through grade 12. A K-12 preparation is issued to a person meeting the requirements of § 24:53:07:18.

Rule 24:28:06:12 Early childhood special education preparation.

          24:28:06:12.  Early childhood special education preparation. A teacher with early childhood special education preparation is eligible to teach special education students in an educational setting from birth through grade three. The preparation is issued to a person meeting the requirements of § 24:53:07:03.

Rule 24:28:06:13 K-12 special education preparation.

          24:28:06:13.  K-12 special education preparation. A teacher with K-12 special education preparation is eligible to teach special education in an educational setting from kindergarten through grade 12. The preparation is issued to a person meeting the requirements of § 24:53:07:25.

Rule 24:28:06:14 Dual credit contracted employee exemption.

          24:28:06:14.  Dual credit contracted employee exemption. An instructional employee under contract to a regionally-accredited institution of higher education or postsecondary technical institute who is not regularly employed for instructional purposes in a public or department-accredited school and provides instruction in a dual credit course is exempt from the requirement of holding a teaching certificate.
