74:53:05:05.  Department to issue minimum requirements to interested persons. For the information of those concerned in the preparation of plans and specifications for the construction of public water supplies, the Department of Agriculture and Natural Resources shall issue general minimum requirements concerning necessary data, design details, and other pertinent information prerequisite to meeting the approval of the Department of Agriculture and Natural Resources.
