A LEGISLATIVE COMMEMORATION, Recognizing and commending Captain Frank Mercurio on
being selected as Company Grade Officer of the Year of the 28th Bomb Wing at Ellsworth Air
Force Base.
WHEREAS, Captain Frank Mercurio authored the 34th Bomb Squadron's B-1 weapons delivery
training plan, which enabled the first combat use of the Joint Air-to-Surface Standoff Missile within
six days of the start of a deployment; and
WHEREAS, the leadership of Captain Mercurio exemplifies the Air Force core values of
excellence, service, and sacrifice, fostering the success of his troops and bolstering the effectiveness
of the 28th Bomb Wing mission - to provide airpower anytime, anywhere; and
WHEREAS, Captain Frank Mercurio's distinctive accomplishments reflect credit upon himself,
the United States Air Force, and the State of South Dakota:
NOW, THEREFORE, BE IT COMMEMORATED, by the Ninety-Fourth Legislature of the State
of South Dakota, that the Legislature commends Captain Frank Mercurio on being selected Company
Grade Officer of the Year of the 28th Bomb Wing.
