Section 20. Adjust all totals accordingly in sections 1 to 19, inclusive, of this Act.

Section 21. That chapter 27 of the 2019 Session Laws be amended by adding thereto NEW SECTIONS to read:

Section 41. The state treasurer shall transfer from the state general fund the sum of five million dollars ($5,000,000) to the rural broadband fund for the purpose of expanding rural broadband.

Section 42. The state treasurer shall transfer from the state general fund the sum of five million one hundred forty-one thousand twenty-one dollars ($5,141,021) to the radio communication fund for the purpose of upgrading emergency and communication infrastructure.

Section 43. The state treasurer shall transfer to the state general fund the sum of ninety-two thousand six hundred dollars ($92,600) from the special racing revolving fund.

Section 44. The state treasurer shall transfer to the state general fund the sum of twenty-seven thousand four hundred dollars ($27,400) from the South Dakota-bred racing fund.

Section 22. Funds appropriated by this Act which are unspent at the end of fiscal year 2020 may be carried over to fiscal year 2021.

Section 23. This Act is effective June 29, 2020.
