to impose a personal and corporate income tax, to provide for the administration thereof, to provide penalties for the violation thereof, to exempt food, utilities, residential heating fuel, certain intrastate transportation services, and auction goods from the sales and use tax, to repeal the contractor's excise tax, and to provide property tax relief through the distribution of the revenue for education.
