A JOINT RESOLUTION, Proposing and submitting to the voters at the next general election an amendment to the Constitution of the State of South Dakota, requiring that a constitutional amendment receive an affirmative vote of sixty percent of the votes cast before the measure is enacted.
Be it resolved by the Legislature of the State of South Dakota:
Section 1. That at the next general election held in the state, the following amendment to Article XXIII of the Constitution of the State of South Dakota, as set forth in section 2 of this Joint Resolution, which is hereby agreed to, be submitted to the electors of the state for approval.
Section 2. That Article XXIII, § 3 of the Constitution of the State of South Dakota, be AMENDED:
§ 3. AnyA
constitutional amendment or revision must be submitted to the voters
and
shall become
becomes a part
of the Constitution only
when
if approved by
a majority of the votes cast thereon
an affirmative vote of sixty percent of the votes cast on the
question. The
Legislature may provide for the withdrawal
by its sponsors
of an initiated amendment,
by its sponsors,
at any time prior to its submission to the voters.
