An Act to authorize the payment of lease rental obligations to the South Dakota Building Authority by the Bureau of Finance and Management, to make an appropriation therefore, and to declare an emergency.

Be it enacted by the Legislature of the State of South Dakota:

Section 1. There is appropriated $53,713,826 from the general fund, to the Bureau of Finance and Management to be transferred to the South Dakota Building Authority public building fund, for the purpose of paying or prepaying lease rental obligations.

Section 2. From the funds transferred to the South Dakota Building Authority public building fund in section 1 of this Act, $36,628,248 must be used to pay or prepay lease rental and associated fees relating to the leases between the South Dakota Building Authority and the State Animal Industry Board for the Animal Disease Research and Diagnostic Laboratory.

Section 3. From the funds transferred to the South Dakota Building Authority public building fund in section 1 of this Act, $15,496,237 must be used to pay or prepay lease rental and associated fees relating to the leases between the South Dakota Building Authority and the Board of Regents for the Precision Agriculture Building.

Section 4. From the funds transferred to the South Dakota Building Authority public building fund in section 1 of this Act, $1,589,341 must be used to pay or prepay lease rental and associated fees relating to the leases between the South Dakota Building Authority and the Department of Game, Fish and Parks for statewide fish hatcheries.

Section 5. The commissioner of the Bureau of Finance and Management shall approve vouchers and the state auditor shall draw warrants to pay expenditures authorized in this Act.

Section 6. Any amounts appropriated in this Act not lawfully expended or obligated shall revert in accordance with the procedures described in chapter 4-8.

Section 7. Whereas, this Act is necessary for the support of the state government and its existing public institutions, an emergency is hereby declared to exist, and this Act shall be in full force and effect from and after its passage and approval.
