JOINT APPROPRIATIONS ENGROSSED

An Act to make an appropriation for the restoration, maintenance, and repair of the state capitol.

Be it enacted by the Legislature of the State of South Dakota:

Section 1. There is hereby appropriated $100 from the general fund, to the Bureau of Human Resources and Administration, for the restoration, maintenance, and repair of any state capitol building historic area or object.

For purposes of this section, "historic area or object" means:

(1) The hallways of the first, second, third, and fourth floors;

(2) The rotunda;

(3) The chambers of the Supreme Court;

(4) The legislative chambers and lobbies;

(5) The reception area traditionally used by the Governor; and

(6) Any mural, painting, statue, or decoration created for or attached to the state capitol building.

Before any money is expended under this Act, the South Dakota Capitol Complex Restoration and Beautification Commission shall review each proposed restoration, maintenance, or repair project. If the commission determines that the project will protect and preserve the integrity of a historic area or object, money appropriated under this section may be expended for the project.

Section 2. The commissioner of the Bureau of Human Resources and Administration shall approve vouchers and the state auditor shall draw warrants to pay expenditures authorized by this Act.

Section 3. Any amounts appropriated in this Act not lawfully expended or obligated shall revert in accordance with the procedures prescribed in chapter 4-8.

Section 4. This Act is effective beginning June 30, 2025.
