When the valid certificate of title is presented, the county treasurer shall note the junior lien on the certificate of title and return the certificate to the first lien holder. The county treasurer shall then enter the lien on the file.</p> <p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; If the certificate of title is not presented with the junior lien instrument, the county treasurer, on the form prescribed, shall notify the first lien holder, retaining a copy of the notice, to surrender the certificate of title within 15 days for the purpose of noting the junior lien.
