This does not include emergency protective or foster care payees. Acceptable degrees of relationship are as follows:</span></p><p dir="ltr" class="s4ce4d350-d302-4232-ad2b-994ddfdb7640P0"><span xml:space="preserve" class="s4ce4d350-d302-4232-ad2b-994ddfdb7640000002"> </span></p><p dir="ltr" class="s4ce4d350-d302-4232-ad2b-994ddfdb7640P0"><span xml:space="preserve" class="s4ce4d350-d302-4232-ad2b-994ddfdb7640C0">    (1)  Father, mother, brother, sister, uncle, aunt, first cousin, nephew, or niece, including those of half</span><span class="s4ce4d350-d302-4232-ad2b-994ddfdb7640C0">-</span><span class="s4ce4d350-d302-4232-ad2b-994ddfdb7640C0">blood;
