The notice shall inform the individual that because of the arrearages, the issuance or renewal of the individual's driver's, professional, sporting, or recreational license, registration, certification, or permit is subject to restriction. The department shall mail the notice by first class mail to the individual's last known address and shall notify the appropriate department or agency.</p> <p class=MsoNormal>&nbsp;</p> <p class=MsoNormal>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; When the individual has a written, signed agreement with the department for the payment of accumulated arrearages, the department shall notify the appropriate department or agency that it may issue or renew the license, registration, certification, or permit.
