46:24:01:01. Definitions. Terms used in this article\r\nmean:
\r\n\r\n\r\n(1) "Admission\r\ndiagnosis," initial diagnosis or reason for admission to the inpatient\r\npsychiatric facility using the diagnostic codes listed in Appendix A at the end\r\nof this chapter;
\r\n\r\n\r\n(2) "Batched\r\ndata," submission of a number of reports at the same time;
\r\n\r\n\r\n(3) "Inpatient\r\npsychiatric data collection system on minors," a centralized data base\r\ndesigned to collect and consolidate psychiatric inpatient data pertaining to\r\nminors;
\r\n\r\n\r\n(4) "Collateral\r\ncontacts," inpatient psychiatric facility contacts with community mental\r\nhealth centers, schools, child protection services, court services, family,\r\nprivate providers, and local interagency teams;
\r\n\r\n\r\n(5) "Department,"\r\nthe South Dakota Department of Human Services;
\r\n\r\n\r\n(6) "Discharge\r\ndiagnosis," diagnosis upon discharge of the minor, using the American\r\nPsychiatric Association DSM-III-R coding structure;
\r\n\r\n\r\n(7) "Minor," an\r\nindividual less than 18 years of age;
\r\n\r\n\r\n(8) "Objection\r\nhearing," a hearing held at the request of the minor pursuant to SDCL 27A-15-15.1; and
\r\n\r\n\r\n(9) "Permanent\r\nresidence," the minor's usual place of residence to include state, county,\r\nand city.

\r\n\r\n\r\n(1) The minor's\r\nidentification code as prescribed in § 46:24:02:04;
\r\n\r\n(2) The minor's date of\r\nbirth;
\r\n\r\n(3) The minor's sex;
\r\n\r\n(4) The minor's race;
\r\n\r\n(5) Admission diagnosis;
\r\n\r\n(6) Discharge diagnosis;
\r\n\r\n(7) Discharge to other\r\nhospital, home, residential facility, foster care, long-term psychiatric\r\nhospital, juvenile detention, inpatient chemical dependency, group home,\r\nelopement, or other;
\r\n\r\n(8) Preferred disposition,\r\nif applicable;
\r\n\r\n(9) Whether an objection\r\nhearing was held;
\r\n\r\n(10) The minor's date of\r\nadmission to an inpatient psychiatric facility;
\r\n\r\n(11) The minor's date of\r\ndischarge from an inpatient psychiatric facility;
\r\n\r\n(12) The minor's admission\r\nstatus either voluntary, involuntary, or\r\ncourt-ordered;
\r\n\r\n(13) The results of an\r\nobjection hearing;
\r\n\r\n(14) The minor's evaluation\r\nstatus for emotional/behavioral disorder for special education prior to\r\nadmission if one was completed;
\r\n\r\n(15) Whether or not the\r\nminor was enrolled in special education for an emotional or behavioral\r\ndisorder;
\r\n\r\n(16) Where the minor was\r\nliving prior to admission;
\r\n\r\n(17) The minor's prior\r\nmental health services;
\r\n\r\n(18) The admitting\r\ninpatient psychiatric facilities collateral contacts;
\r\n\r\n(19) The minor's permanent\r\nresidence;
\r\n\r\n(20) The minor's payment\r\nsource or sources for the inpatient psychiatric treatment; and
\r\n\r\n(21) The name of the\r\nadmitting inpatient psychiatric facility.

\r\n\r\n\r\n46:24:02:04. Identification code. The inpatient\r\npsychiatric hospital shall assign each minor an identification code consisting\r\nof six characters, as follows:
\r\n\r\n\r\n(1) The first character is\r\nthe first letter of the minor's first name;
\r\n\r\n(2) The second and third\r\ncharacters are the total number of letters in the last name, disregarding any\r\nspaces within the name;
\r\n\r\n(3) The fourth character is\r\nthe first letter of the minor's last name;
\r\n\r\n(4) The fifth character is\r\nthe first letter of the minor's second or middle name. If there is none, it\r\nshall be left blank; and
\r\n\r\n(5) The sixth character is\r\nused for twins or triplets, with a 9 assigned to the first minor, an 8 to the\r\nsecond minor, and a 7 to the third minor.

\r\n\r\n\r\n46:24:02:05. Method of reporting. Inpatient psychiatric\r\nfacilities required under § 46:24:02:01 to report shall submit the data\r\nrequired in § 46:24:02:03. The department shall approve the method of data\r\ntransmission for each inpatient psychiatric facility required to report. A\r\nmonthly submission to the department shall include batched data of all\r\nreportable cases during the period from the first day to the last day,\r\ninclusive, of each month. Monthly submissions must reach the department within\r\n60 days following the completion of the end of the month for which the data is\r\nbeing submitted. Submissions shall be addressed to: Division of Mental Health,\r\nSouth Dakota Department of Human Services, East Highway 34, c/o 500 E. Capitol,\r\nPierre, South Dakota, 57501.

Reporting inpatient psychiatric\r\nfacilities may not be provided source-specific reports for facilities other\r\nthan their own.
