The commission shall give notice of the time and place of the hearing to the persons signing and circulating the petition. Witnesses at the hearing may be examined orally by any member of the commission or any person appointed by the commission for that purpose. The signers and circulators of a petition must in all cases prove the sufficiency and legality of the signatures and their genuineness. The circulators of a petition must establish the authenticity of the circulation and attestation.
