§ 1.   Temporary seat of government--Vote. The question of the location of the temporary seat of government shall be submitted to a vote of the electors of the proposed state of South Dakota in same manner and at the same election at which this Constitution shall be submitted, and the place receiving the highest number of votes shall be the temporary seat of government until a permanent seat of government shall be established as hereinafter provided.
