The department has the authority to accept gifts, contributions, federal grants-in-aid, or financial aid from any other source for the facilities described above.</span></p><p dir="ltr" class="s2051039Normal-000001"><span xml:space="preserve" class="s2051039DefaultParagraphFont">Any facilities acquired pursuant to this section shall be the sole operational responsibility of the Department of Human Services or the Department of Social Services within available state appropriations, federal funds, or other sources of revenue.
