Any authorized agent or employee may stop and issue a citation on a form promulgated pursuant to § </span><a href="https://sdlegislature.gov/Statutes/Codified_Laws/DisplayStatute.aspx?Type=Statute&amp;Statute=23-1A-2"><span class="s2055189DefaultParagraphFont">23-1A-2</span></a><span xml:space="preserve" class="s2055189DefaultParagraphFont"> to the driver of any vehicle for a speeding violation in a highway work area which occurred in the presence of the agent or employee.
