The Governor shall stagger the initial terms so that no more than two terms expire each year.</span></p><p dir="ltr" class="s2c4519abf7374c18b9580e9bc6c35b09Statute"><span class="s2c4519abf7374c18b9580e9bc6c35b09DefaultParagraphFont">If a member's office is vacant, the Governor shall appoint a new member to complete the unexpired term.</span></p><p dir="ltr" class="s2c4519abf7374c18b9580e9bc6c35b09Statute"><span class="s2c4519abf7374c18b9580e9bc6c35b09DefaultParagraphFont">A member may not serve for more than two consecutive full terms.
