election following the effective date of the district's establishment. If a general election is not scheduled to occur during the twelve month period after the district is established, the Board of Water and Natural Resources shall call a special election. Nominating petitions must be prescribed by the state election board and filed with the secretary of state between eight a.m., on January first and five p.m., on the last Tuesday of March, prior to the date of the primary election.
