The governing body may pay up to one hundred percent of the cost of the premiums for such insurance for such retired employee or officer who shall have at least fifteen years' service as an employee or officer of the municipality and who shall have participated at least five years, immediately preceding such retirement, in such municipal insurance program. No eligibility requirement applies to any employee or officer who retired as the result of a duty incurred disability. Discretion is vested in the governing body to determine what particular class or group of employees shall be protected by such insurance contracts. This section does not apply to possession of a concealed firearm and compatible ammunition by:</span></p><p dir="ltr" class="s3aa4fa46a4784752b7803b34efe347f8StatuteNumber1"><span class="s3aa4fa46a4784752b7803b34efe347f8DefaultParagraphFont">(1)    An individual who is an inmate;</span></p><p dir="ltr" class="s3aa4fa46a4784752b7803b34efe347f8StatuteNumber1"><span class="s3aa4fa46a4784752b7803b34efe347f8DefaultParagraphFont">(2)    An individual, other than a law enforcement officer, while present in the secure area of any detention facility, a mental health crisis center, or a substance use disorder residential treatment facility;
