In a year when there is no annual election, the council shall elect from among its members a president and vice president at the first regular meeting that occurs no more than one year after the president and vice president were last elected from among the council s members.</span></p><p dir="ltr" class="s1a224404e7f54945b0b5febc35e318b5Statute"><span class="s1a224404e7f54945b0b5febc35e318b5DefaultParagraphFont">If an emergency prevents the first regular meeting from occurring, the election must take place at either the next regular meeting or a special meeting. If there is a vacancy in the office of the president, the council must elect a president from among its members at the first regular or special meeting that occurs after the vacancy occurred.</span></p><p dir="ltr" class="s1a224404e7f54945b0b5febc35e318b5Statute"><span class="s1a224404e7f54945b0b5febc35e318b5DefaultParagraphFont">If there is a vacancy in the office of the vice president, the council must elect a vice president from among its members at the first regular or special meeting that occurs after the vacancy occurred.
