NOTICES OF PROPOSED RULES:
(The date in parentheses is the date the rules were filed in the Legislative Research Council)DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES: (February 9, 2000) is proposing rules to require public water systems to prepare and provide their customers an annual report on the quality of water provided by the system. The general authority for these rules, as cited by the department, is SDCL 34A-3A-25.
A public hearing will be held in the Department of Environment and Natural Resources main floor conference room, Room 130, Foss Building, 523 East Capitol Avenue, Pierre, South Dakota, on March 15, 2000, at 10:00 a.m. Copies of the proposed rules may be obtained from and written comments sent to the Department of Environment and Natural Resources, Division of Environmental Services, Foss Building, 523 East Capitol Avenue, Pierre, South Dakota 57501-3181. Material sent by mail must reach the department by March 14, 2000, to be considered. This hearing is being held in a physically accessible place. Persons who have special needs for which the department can make arrangements are asked to call the department at (605) 773-3754 at least forty-eight hours before the hearing.
DEPARTMENT OF AGRICULTURE: (February 11, 2000) intends to adopt rules to create a farm operating loan program for farmers that are unable to obtain credit from conventional lending sources. The general authority for these rules, as cited by the department, is SDCL 1-16E-24 and 38-6-8.1.
A public hearing will be held in the Department of Agriculture Conference Room, 3rd Floor, Foss Building, 523 East Capitol Avenue, Pierre, South Dakota, on March 31, 2000, at 2:00 p.m. Copies of the proposed rules may be obtained from and written comments sent to the Department of Agriculture, Foss Building, 523 East Capitol Avenue, Pierre, South Dakota 57501. Material sent by mail must reach the department by March 30, 2000, to be considered. This hearing is being held in a physically accessible place. Persons who have special needs for which the department can make arrangements are asked to call the department at (605) 773-5436 at least forty-eight hours before the hearing.

Rules Review Committee Meetings
The next meeting of the Interim Rules Review Committee will be held Wednesday, April 19, 2000, in Legislative Conference Room 1 and 2 of the State Capitol, Pierre, starting at 9:00 a.m. The committee chair has set the following tentative meeting schedule for the 2000 interim: June 7, July 11, August 16, September 12, October 18, November 14, and December 12. Agencies whose rules have had a public hearing are asked to have a representative present at the meeting to give background information on their rules.
Each agency is requested to provide the LRC with eight copies of the most recent draft of its rules two days before the meeting.
