NOTICES OF PROPOSED RULES (The date in parentheses is the date the rules were filed in the Legislative Research Council):

Department of Agriculture: South Dakota Soybean Research and Promotion Council (February 9, 1998) intends to adopt rules to amend the reporting procedure requiring all first purchasers to submit a quarterly remittance report; amend the procedure by which the checkoff fees are deducted; reallocate the counties within the seven districts of the legislative checkoff; amend the procedure by which the members of the council are elected by changing the notice of vacancy, changing the signatures required on nominating petitions, deleting the requirement of participating grower affidavits, and clarifying voter eligibility requirements and the procedure for certification of election; and limit the term of office of council members. The general authority for these rules, as cited by the agency, is SDCL 38-29-3, 38-29-7.1, and 38-29-11.

A public hearing will be held on March 3, 1998, at 10:30 a.m., in the Emerald Room at the Ramada Inn Convention Center, Sioux Falls. Written comments may be sent to the South Dakota Soybean Research and Promotion Council, 3801 South Western Avenue, Suite 105, Sioux Falls, South Dakota 57105, and must be received by February 27, 1998, to be considered. John W. Mitchell, Pierre, was appointed on February 4, 1998, to the South Dakota Aeronautics Commission to replace Don Brockel, effective immediately and to continue until July 1, 2001.

Larry Groves, Sioux Falls, was reappointed on February 4, 1998, to the American Dairy Association of South Dakota, effective immediately and to continue until July 1, 1999.

Keith C. Goodhope, Winner, was appointed on February 4, 1998, to the Board of Economic Development to replace Harvey Wollman, effective immediately and to continue until April 19, 2000.

Slate M. Ronning, Sioux Falls, was appointed on February 4, 1998, to the Board of Economic Development to replace John Mulligan, effective April 19, 1998, and to continue until April 19, 2002.

John L. Lillibridge, Burke, was reappointed on February 4, 1998, to the State Banking Commission, effective immediately and to continue until July 1, 2000.

Dean O. Melhaff, Eureka, was reappointed on February 4, 1998, to the State Banking Commission, effective immediately and to continue until July 1, 2000.

James Hansen, Pierre, was reappointed on February 5, 1998, to the State Capitol Complex Restoration and Beautification Commission, effective immediately and to continue until July 1, 1999.

Patricia F. Harding, Pierre, was reappointed on February 5, 1998, to the State Capitol Complex Restoration and Beautification Commission, effective immediately and to continue until July 1, 2001.

Carla Sahr, Pierre, was reappointed on February 5, 1998, to the State Capitol Complex Restoration and Beautification Commission, effective immediately and to continue until July 1, 2001.

Don Carlson, Rapid City, was appointed on February 5, 1998, to the South Dakota Advisory Council on Aging to replace Shirley Overland, effective immediately and to continue until December 31, 2000.

Donna L. Raasch, Castlewood, was appointed on February 5, 1998, to the South Dakota Advisory Council on Aging, effective immediately and to continue until December 31, 2000.

Connie L. Schultz, Sioux Falls, was appointed on February 5, 1998, to the South Dakota Advisory Council on Aging to replace Eleanor Garreau, effective immediately and to continue until December 31, 2000.

Dale A. Tesch, Watertown, was reappointed on February 6, 1998, to the State Conservation Commission, effective immediately and to continue until January 1, 2001.

Robert R. Gab, Eureka, was reappointed on February 6, 1998, to the State Conservation Commission, effective immediately and to continue until January 1, 2000.

Ken L. Hirsch, Sioux Falls, was appointed on February 6, 1998, to the South Dakota Aeronautics Commission to replace Patris Eidsness, effective immediately and to continue until July 1, 2001.

Therese M. Shoener, Rapid City, was appointed on February 9, 1998, to the South Dakota Advisory Council on Aging to replace Della Mae Lytle, effective immediately and to continue until December 31, 2001.

James Reynolds, Sioux Falls, was reappointed on February 9, 1998, to the State Board of Medical and Osteopathic Examiners, effective immediately and to continue until July 1, 2002.

Lois Brush, Clark, was appointed on February 10, 1998, to the Board of Service to the Blind and Visually Impaired to replace John Estes, effective immediately and to continue until June 30, 1998.

Curtis T. Pohl, Huron, was appointed on February 10, 1998, to the Statewide One-Call Notification Center Board to replace Bill Craig, effective immediately and to continue until November 1, 1999.

Dennis D. Krsnak, Rapid City, was appointed on February 12, 1998, subject to Senate confirmation, Assistant Adjutant General, Army to replace Joseph T. Murphy, effective April 1, 1998, and to continue until March 31, 1999.

David L. Hove, Flandreau, was reappointed on February 13, 1998, to the Board of Directors of Value Added Finance Authority, effective immediately and to continue until July 1, 2001.
