SOUTH DAKOTA PUBLIC UTILITIES COMMISSION: ONE-CALL NOTIFICATION BOARD: (February 18, 2000) is proposing rules to clarify one-call notification procedures. The Board is responsible for administering the one-call notification system for the location of underground facilities. The general authority for these rules, as cited by the commission, is SDCL 49-7A-2, 49-7A-3, and 49-7A-4.

A public hearing will be held on March 16, 2000, at 11:00 a.m., in the following Rural Development Telecommunications Network facilities: Northern State University, Beulah Williams Library, Rooms 117 and 118, 1200 South Jay Street, Aberdeen, SD; South Dakota State University, 101 Pugsley Center, Room 203/205, 8th and Medary Avenue, Brookings, SD; Studio A, State Capitol, Room B12, 500 East Capitol, Pierre, SD; Rapid City Regional Hospital, 353 Fairmont Boulevard, Rapid City, SD; and Southeast Technical Institute, Mickelson Education Center, Room 205, 2301 Career Place, Sioux Falls, SD. Copies of the proposed rules may be obtained from and written comments sent to the One-Call Notification Board, Public Utilities Commission, State Capitol, 500 East Capitol, Pierre, South Dakota 57501-5070. The proposed rules may also be found on the Public Utilities Commission's home page at the following address: http://www.state.sd.us/puc. Material sent by mail must reach the department by March 27, 2000, to be considered. This hearing is being held in a physically accessible place. Persons who have special needs for which the commission can make arrangements are asked to call the department at (605) 773-3201 at least forty-eight hours before the hearing.

CORRECTION: On page 107 of the Register The Department of Agriculture's notice of proposed rules should include the following: The department will also consider rules to allow the Value Added Finance Authority to establish the low to moderate net worth requirement by policy.

Executive Appointments:

Donald J. Goldhorn, Rapid City, was reappointed January 25, 2000, as Assistant Adjutant General, Army, effective April 1, 2000 and to continue until March 31, 2001. The Senate confirmed this appointment February 14, 2000.

Ronald W. Mielke, Sioux Falls, was reappointed January 25, 2000, as Assistant Adjutant General, Air, effective August 1, 2000 and to continue until July 31, 2001. The Senate confirmed this appointment February 14, 2000.

Paul Lowe, Rapid City, was appointed February 10, 2000, to the Statewide One-Call Notification Center Board, to replace David Merxbauer, effective immediately and to continue until November 1, 2000.

Kevin Kouba, Milbank, was appointed February 14, 2000, to the Statewide One-Call Notification Center Board, to replace Russell Bartunek, effective immediately and to continue until November 1, 2000.

The oath of office was administered to Thomas A. Dravland, Superintendent of the Highway Patrol, on February 16, 2000.

Rules Review Committee Meetings

The next meeting of the Interim Rules Review Committee will be held Wednesday, April 19, 2000, in Legislative Conference Room 1 and 2 of the State Capitol, Pierre, starting at 9:00 a.m. The committee chair has set the following tentative meeting schedule for the 2000 interim: June 7, July 11, August 16, September 12, October 18, November 14, and December 12. Agencies whose rules have had a public hearing are asked to have a representative present at the meeting to give background information on their rules.
