Department of Agriculture: Agriculture Services: (March 23, 1999) intends to adopt EMERGENCY rules to prevent the spread of small hive beetles in South Dakota. The general authority for these rules, as cited by the department, is SDCL 38-18-28 and 38-18-28.1.

Executive Order 99-02, dated March 22, 1999, declares that the offices for state government shall be administratively closed for the afternoon of Friday, April 2, 1999. This declaration applies only to state employees within the executive branch of state government under the immediate control of the Governor. All other units of government and the private business sector shall make independent judgments on this matter.
